You can buy vehicles from the vehicle shop in Promenade. Then click on the inventory button and click on the vehicle icon, this will spawn a vehicle, then click on the vehicle to ride it. There are also free vehicle pads spread across various places in the regions. To get a vehicle click on the pad, this will spawn a vehicle, then click on the vehicle to ride it. You can drive it using arrow keys or W,A,S,D.
